Improvements and fixes

This non-security update includes improvements and fixes that were a part of KB4516065 (released September 10, 2019) and also includes these new quality improvements as a preview of the next Monthly Rollup update:

• Addresses an issue that may cause an error when opening or using the Toshiba Qosmio AV Center. You may also receive an error in the Event Log related to cryptnet.dll.
