Keep Links As Link Not In A Browser But Taskbar, Question?

I'm made a short cut that opens up a web browser then goes to a website I told it to. I launch the icon from the desktop it works. I launch the icon from the task bar and it works. In the taskbar it changes from a link to the application when it is launch it does everything I want it to do but if I want to say quickly go back to the link location I click on the application link it is shown as a application running and the link is replace by it. After I close the browser it goes away in the link comes back in the place of where the application tab was running as it never change.

My question is, is it possible to keep the link as a link and not make it turn in to the application on the task bar and then collapse all the same application into a menu?

Which browser is opening these webpage shortcuts,
Internet explorer just handles it as shortcut, but because ie opens it once and you navigate to another page it's just another open tab or window,
You would need to right click the backwards button to return to the original location on the website.
A better option for internet explorer is to drag the url address to the Favorites bar that way it's always the same when clicked on.
Or you can add it to your favorites and it will stay.
I never place these items on the desktop/ clutter effect.
One extra thought,
Right click your taskbar and click on Properties,
Taskbar buttons/ Never combine.
