Keeps skipping login screen

I have two users set up, one is a standard user, the second is an Admin, both are password protected. When I start up I initially enter my encryption password (PGP) for the system then usually get "Please hit CTRL + Alt + Delete" where I can chose the account and enter the appropriate password. The system wants to skip this and login as the Admin. Using "control userpasswords2" in the User Accounts window the box "Users must enter username and password to use this computer" is CHECKED and under Advanced, "Require users to press Ctrl+Alt+Delete" is also CHECKED and it still does this. Any suggestions would be great.

It could just be a registry value that is off. Possibly the result of a clean up program or tool.
Or even just you playing with the settings one time too many.

My encryption password was authenticating for both logins, it's possible when it was setup it was done so using the "Use Windows Login" option, I have changed the encryption password and it's working as normal.
