Keyboard language changing by itself

Hi.
I have some users with a strange problem.
The input language (keyboard) is often changing by itself.
I have on one user disabled all the keyboard shortcuts to switch between the languages.
I also deleted all but one language.
And disabled the automatic change in Word 2010.

But, still it changes adding or even removing the languages.

This is becomming a real nightmare for this user.
I might need to replace the whole computer.
This since it is only 2-3 users with various levels of this problem.

We use Windows 7 x64 Professional.

Another question:
Can this be locked in group policy?

Yes, it can be set with GP.
