Solved Lack of pop-up when connecting an external drive or camera

Whenever I installed a DVD drive to the USB port or a camera, I used to get a popup that let me do a variety of tasks. How do I get that back? Also, I would like a piece of software that uploads photos from a camera. It needs to allow the naming of a folder and erasing of existing photos on the camera. Any suggestions?

From the start menu look for default programs and click on it. Then select Change auto play settings. Under the drop downs for each entry select ask me every time.
