Laptop as media server in dorm with WIFI only

Here is what I'm trying to achieve.

I'm in a dorm in a country with very restricted internet so I have to use VPN and over LAN as the wifi is being pushed to its limits.

My laptop is hooked up to the ethernet.
The wifi of the laptop is unused.

I would like to use the wifi of the laptop to create a media server (I have external drives hooked up to it) so I can stream content locally to a my tablet, in the same room.

What would be the proper way of doing this? I often have VPN running over the LAN as well. Though during streaming I will not be needing the VPN.

Using Internet connection service you should be able to do that no problem

So what I did end up doing is use this guide here:

to set up a wireless hosted network.

At home I had my portable drive hooked up to my routers USB port and used ES File explorer on an android tablet to browse and stream files from the drive to the tablet, played through VLC or XMBC.

I wish to replicate the exact setup using my laptop in the dorm instead of the router.

So far I have been able to connect to the hosted network on the laptop through the tablet but ES File Explorer is unable to 'see' the drives or data.

EDIT:

I managed to detect files and folder by turning on 'Advanced Sharing' for them manually. Please let me know if this a secure way as I am thinking of sharing most of the files on the laptop and attached drives.

Secondly, will getting a quality wifi card for the laptop help in streaming the data better? Right now it seems to stop for buffering from time to time.
