My friend has A Toshiba Satellite laptop with win 7 32 bit 4 GB RAM. It starts to boot but the screen goes black. With F8 on start I can get to prompt start windows or repair windows or safe mode etc. But any option chosen leads to a blue screen error STOP: C0000221 unknown hard error \SystemRoot\System32\ntdll.dll or BAD_SYSYTEM_CONFIG_INFO
I got into the BIOS and tried to boot from a windows 7 repair disk . I tried this https://youtu.be/vI0dJuRuEn8?t=14 but the screen had no image at all just black. I could hear the disk do something so maybe it work and i just could not see.
Also the BIOS would stall and sometimes would not reboot when I click yes save changes to something like use default config or similar words
I had hoped to try chkdsk or look for a rstore point but could not get into it
It sounds like you can get to the advance boot options screen, if so try the "Last Know Good Configuration (advanced)" option.
If that doesn't work; Do you know if the 4gb of ram is one stick or two? if two try removing one of the ram sticks and test, don't work? swap them out and test again.
If one stick you'll have to find a known good and compatible stick to test with.

You said you can get to the BIOS? Set it to boot from a CD/DVD disk or USB flash drive which-ever is lowest in order, that way even if you have neither in the machine it'll still try to boot from the HDD. It'll be a fail-safe in case you lose even the minimal boot-ability that you now have from the HDD.
