Laptop wont start past windows loading screen

I was browsing the web and my laptop froze. I held the powe button to turn it off and now when i turn it on, it only goes to the windows logo and no farther. If i leave it alone, after 20 minutes it goes to a black screen with a cursor. I have tried starting in safemode as well and it only loads some of the files before freezing. I have also tried startup repair. After a few minutes it gives a few options such as system restore. I tried a restore and it still doesn't load. How do i fix this?
