"Leave fullscreen Apps open while other tabs are active"

I'm running Win7 64bit on a custom PC i built this summer. I am a big gamer and though I have recently acquired a second monitor, I have been experiencing some problems. When I play games (on steam or Games like LoL where it is helpful to have the wiki open while playing) I like to have them full screen covering my larger monitor. I also like to have a couple other programs open on the other monitor (such as Chrome, Spotify, etc...) so I can get things done when I am dead and waiting to respawn. What has been really annoying me is the fact that when I scroll my mouse over to the second monitor it moves over like it should, but then when I click the open tab (Chrome, Spotify, etc..) to change something the full screen tab auto-minimizes it's self. Apart from being very annoying this is bad for me because I need to see the game so i can know when my respawn timer is up. Like I said in the title; is there an option for "Leave fullscreen Apps open while other tabs are active" or a way to do this? I know it might not be possible, but thanks a million for any answers.

Is this an actual setting, or just running in windowed then making the window as big as possible

It is an actual setting. Tho only some games actually have it.
