Since the beta, I've had this problem with libraries in that for any custom created libraries (excluding the default ones) you can't change the view independently, for example I would want my "Downloads" library to have the LIST view but my "Software" library view set to MEDIUM ICONS.
But change one and they all follow suit! It is hugely frustrating!
Am I the only one that finds this to be wrong?

Secondly, if I change the "Arrange by" from "Folder" to anything else like "Type" or "Date modifying".
This however only became a problem in the final Windows 7 version...
Anyone else have this issue?

It has to do with the "Optimize this library for:" what ever you select there syncs it view with any other library that uses the same one. Changing the view or options effect them all.

Thanks, that does make more sense in that way.
Still, I have no control over changing the views for individual folders within a library which still leaves me a bit frustrated with it...

I realize now I've not actually finished explaining what happens here! When I change "Arrange by" from "Folder" to anything else, everything disappears and it looks like an empty folder.
Very strange...
