Limited Bandwidth Uploading

My situation:
- 4 computers on a network
- computer 1 uploads a file to computer 3 at a rate of 1.5 MB/s (byte)
- computer 2 uploads a file to computer 3 at a rate of 0.3 MB/s
- all computers are using Windows 7 Professional

I think I remember having to somehow disable network throttling on computers #1 and #3 at one point, but in trying to recall what I did through searching Google, I found nothing but content on the Multimedia Class Scheduler, which wasn't it, and some other things that weren't it either.

All computers have a Broadcom NetLink (TM) Gigabit Ethernet card. Computer 2 was originally connected wirelessly at 54 Mbps, but I switched to the wired, thinking that it may be that, but it wasn't.
