So, I'm sure many of you systems administrators, like myself, work with a few different OS's. On my Mac, I use a program to track all incoming and outgoing network traffic and it will allow me to choose whether to permit said traffic. Does something exist for Windows? Perhaps something like TeaTimer from SpyBot that warns before something new gets installed - along those lines.

I'm not sure if I understand your question, but if I am, I think you are referring to network traffic shaping. If you are talking about wanting to control network access, I've been using a program that came with my AsRock Motherboard that's king of cool. It's made by Cfos. I use it to throttle access levels when I'm watching HD video streams to ensure they stay HD.
