Somehow, one of the document folders in MY DOCUMENTS wound up with a lock on it.
What does this mean and how do I return it to normal?

Well, changing the sharing or security options may end up with a lock on the icon. And it should mean that it's only accessible just by you.
Playing with permissions may end up with a mess. That said, try this:

right click on the folder>properties>security tab>Edit>click Add
At the next window at the bottom enter in the text field "users" without quotes>click checknames>ok keep clicking ok until the explorer window shows.
Don't have the link (sorry) but it should work.

cheers

simpler solution

I created a dummy folder, moved everything over, deleted the locked folder and then moved everything back.
In the "old days" that would have taken hours to do (lots in that folder) but it took only a few minutes.
