Locked taskbar, second one hiding under...

Hi all,
strange problem, my task-bar (on the bottom of PC) is frozen, showing time of 6:44 AM and is totally unresponsive.
There is another tool bar hiding under, where only some icons are showing....

Please, how do I get rid of the frozen bar and reset the old one?
