Basically I saw this video:

I wanted to do the same using a pc instead of an ipad or phone. The software used I believe is only for phones and the ipad but I am sure there has to be a way to do the same on a pc.
Basically all the app does is allow you to set depth levels on an image. I just don't know of any apps that do that kind of thing. Maybe a photoshop plugin for that type of thing?
Anyhow if anyone has any ideas let me know. I really want to play around making some 3d images.
