Low ram usage after running repair install of windows 7 64bit sp1

So as the title suggests my pc is using very little ram.

Here's a quick run down on whats been happening:
I upgraded my computer in July, mobo, CPU and kept my existing ram.

Had a number of issues, which turned out to be related to a faulty graphics card & EVGA software.

Ram usage was up to 7gb total used when playing flight sim x & prepar3d.

Purchased a another kit of 2 x 8gb Kingston ram which installed fine. With flight sims running max ram usage hit 11gb (fine coz I've got 16gb).

Then I needed to do a repair install of windows 7, but as I used my original OEM disc which didn't have service pack 1 on it, I entered my OEM key into the Microsoft website & download win 7 pro 64 bit sp1 COEM.

Burned to disc and ran the repair install and after the repair install my ram usage with flight sims running only hits about 5.5gb max.

I'm just curious to know what has caused this drop in ram usage.

All I can find on Google is help for people who are having the opposite effect and their pc is using too much memory.
