For some reason I've been unable to turn on my windows firewall. I tried to go back a few days(when it worked) with system restore and it's not working either. I created an image with Macrium and am wondering if I reinstall my operating system (7 pro) and restore the image, should the other problems be solved?

Re-installing Windows then restoring the Image would be a waste of time.
If the problem exists in that image, it will always exist when it is restored.

When you restore a Image, it erases the drive and restores the image just as it was when created. Including any problems that were present at the time it was created.

This is why its a good idea to keep a few images in store.
Do you have another one before that one?

I thought that about the image restore. I tried services.msc in addition to a clean boot etc....and nothing seems to work (for both the restore and firewall probs). I've also done virus/malware scans to no avail.

If you created an image before all this happened, you have nothing to lose by re-imaging the disk. Let us know how that turns out.
