making a new folder

Something changed in my computer an I ca no longer create a new folder anywhere on my computer. For example: when I right click on my desktop and choose new- I only have the option for new short cut/ the option for folder is missing.

Can someone help me fix this?

Using step 5 in the tutorial below should be able to restore New -> Folder for you.
