Solved "Manage Add Ons" window keeps opening randomly

Had a few customers with the same issue a few times. Usually it had to do with the search provider, and again usually Google. Remove all the search providers except 1, I usually left Bing, if it wasn't there I installed, made it default then removed all the others. Close IE and reopen, then reinstall the provider you wish to use and make it the default.

Thanks for the update,
A proper reset would not activate anything third party including an alternative search provider, (except Flash)
I'm going to guess and say this other search provider is associated with the Google toolbar = Google search,
Unless you've downloaded another one ?

The first actions a user does after a reset is usually the cause of the problem,
In your case Activating Google toolbar which triggered the default search engine change from Bing to Google,
If you want to troubleshoot an issue activating a third party toolbar is not the way to do it,
But I'm still glad your issue is finally resolved
