Many problems with video errors and somehow RAM problems

Okay so for a while now i have been having many problems. First off i had a PC with the video card i am using right now(Nvidia GTX 295), and it has been "losing signal" and just plain old crashing. So i bought a PC off my uncle. Its got reletivly good hardware, but i am still getting the same problems. Everything was replaced except the video card. My assumptions were that it was the video card itself but then i was talking to my teacher and he assumed it was the power supply. This video card is pretty power hungry so i figured it was a good thought. The power supply i have right now is only 600W. Any ideas on that please respond, But now to the RAM issues. So i was playing a game(garrys mod) when all of the sudden BAM my computer lost its signal and i wasn't too worried thinking yeah this is tipical whatever. But i turned my pc back on and when it loaded it said "Your Memory clock has recently changed from its last use". So i clicked ok and thought nothing of it. But the clock on the memory when from 1600mhz to 1066mhz. And just thought wow wtf just happend. If anyone has any ideas on how i can get the clock back up to the original or in general what is going on respond

Do a CLEAN install of these nVidia drivers. When done restart the machine and test.

And that there is what i figured. But if that was the case wouldn't other things be messed up also?

In reality more would be messed up. Like i would also be having cpu problems and others like that. So far its just the ram and the video card
