Medium Icons

Hi,
I used to select View > Medium Icons in my drive's root, and then Apply to all Folders from Tools.
I mean I want all my files and folders on all my hard drives and partitions on my system to be shown as Medium Icons without thumbnails.
I set it the Tools > Folder Options and apply it to all folders on my system.
But it won't work and won't apply to some folders and I have to do it again and again.
Anyone has any idea?
