Solved Menu Bar, Bookmarks Toolbar, even Toolbar in LibreOffice are HUGE.

I know it's a Windows setting, but I can't find it. I went to Desktop, Personalize, Window Color, but the "Window Color and Appearance" window is so large I can't see the entire window, like Advanced Settings. Also, if I select the drop down "Item" to be "Desktop", the font and size boxes are greyed out.

Is this the right place to reset this? If yes, which of the drop down menu items do I select revert to make Menu Bar, Bookmarks Toolbar, even Toolbar in LibreOffice, and others, smaller ?

See if you can access it by first increasing your resolution: Right-click Desktop>screen resolution. You can change it back later.

If you can possibly access it in Windows Settings, it's in Window Color>Active Title Bar, Inactive Titlebar, Menu Bar and any other bars affected. Is it only in LibreOffice?

Not just Libre. I think I got it. I changed the text size/DPI setting. I also notice in the "Window Color and Appearance" dialog box, if I click on Window text in the sample file, it brings me to the Window Item, but the font Size box is greyed out. Is that a permissions issue?

Not a permissions issue. The size of Window Text is decided by the resolution, not a setting in that box.

Check other kinds of windows to see if you're happy with the resolution you chose.
