This is a fresh install and had used perfmon /report a few times but all of a sudden I get this --------

I did get a couple of odd bsods but there were no dumps. I've since setup to get a mini dump but no bsod yet, but still unable to run Performance Monitor

Check for data corruption.

• Run Disk Check with Automatically fix file system errors checked. Post back your logs for the checks after finding them using http://www.sevenforums.com/tutorials/96938-check-disk-chkdsk-read-event-viewer-log.html.
  For any drives that do not give the message:
  Windows has checked the file system and found no problems
  run disk check again as above. In other words, if it says:
  Windows has made corrections to the file system
  after running the disk check, run the disk check again.
  
  
• Run http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html up to three times to fix all errors with a restart in between each. Post back if it continues to show errors after a fourth run or if the first run comes back with no integrity violations.

Scandisk showed no errors.

Ran sfc /scannow several times, enclosed is the sfcdetails.

Looks like you have a corrupted system file:

• ieframe.dll

See if you can replace it following OPTION THREE of http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html and the tip enclosed in OPTION THREE.

Following those instructions, replace the file from your Windows 7 install disc and restart your computer. Then run sfc /scannow to see if the problem is indeed resolved.

I was just doing that but was unable to delete original. I took permission but no go. I also tried in safe mode but also couldn't.

You could try copying it from the desktop to its location in the system through the Recovery Environment.

• Use http://www.sevenforums.com/tutorials/666-advanced-boot-options.html to select Repair Your Computer,
  
  
• and select Command Prompt from the http://www.sevenforums.com/tutorials/668-system-recovery-options.html.
  
  
• Find the drive containing your Windows folder with the following commands
  c:
  dir
  d:
  dir
  e:
  dir​
  etc. until the Windows folder is listed.
  
  
• Change to your desktop with the following command (I assume the drive is D: since C: is probably your System Reserved partition; your drive letter may be different and should replace my D: command appropriately):
  cd D:\Users\[username]\Desktop​
  For instance, on my computer, it would be
  cd D:\Users\Mike\Desktop[\indent]
  
  
  [*]Copy the file to the appropriate place with the following command:

  copy ieframe.dll D:\Windows\System32​

Well, I copied it over and showed that it was successful but ran another sfc scannow but still showing the same error.

Unfortunately, if manual replacement does not resolve the problem, the only recourse is a http://www.sevenforums.com/tutorials/3413-repair-install.html of Windows 7. Let us know if you need any help with the steps in that tutorial.
