Download the Windows 7 64-bit (x64) version of the SURT:
What is the System Update Readiness Tool?
It may take hours to "install".
It says that it is installing, but it is ready doing its thing.

After the SURT completes its install...
...restart the computer and install this:
Download Microsoft .NET Framework 4.5.1 (Offline Installer) for Windows Vista SP2, Windows 7 SP1, Windows 8, Windows Server 2008 SP2 Windows Server 2008 R2 SP1 and Windows Server 2012 from Official Microsoft Download Center
...instead of .NET4.0

Possible fix

Hi,

This might work but I strongly suggest making a system image backup before going ahead. See:

http://www.sevenforums.com/tutorials/73828-imaging-free-macrium.html

Then suggest running the windows updates troubleshooter:

How do I reset Windows Update components?

Run as admin and tick box "Apply repairs automatically"

When it's finished - Reboot. Try and install .NET Framework 4.0 again. If you get the same error try reinstalling Windows Updates completely by downloading and running this tool - it's a direct download link:

Reinstall Windows Updates

When you run the fix - don't choose the option to "Run aggressive options".

Hopefully Windows Updates will be reinstalled and any pending or failed updates for NET Framework will be removed. You might see a message about this.

Reboot again when repair is complete. Then head to Control Panel > Windows Updates to check for available NET Framework Updates and let Windows Updates take care of the process. If it offers earlier versions of NET Framework it's best to let them install first.

Hopefully the above steps will fix things but if the same problem happens again I'd suggest ruuning the same fixes once more through to and including Reinstall Windows Updates but this time before going ahead with checking for NET Framework updates:

Run the NET Framework Repair Tool

If that doesn't work follow the advice given in the article and run the NET Framework Cleanup Tool to remove all versions:

.NET Framework Cleanup Tool

You need to run the tool a few times - once for each version of NET Framework that's installed. To check what's installed run regedit.exe - Start > Run then type regedit.exe then press enter.

Navigate to: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\NET Framework Setup\NDP

Check the instructions here

Note down which versions of NET framework are installed and use the NET Framework Cleanup Tool to remove them one by one - rebooting after each version gets removed. This will take some time.

Finally with all versions removed - try Windows Updates again.

well.. when i install the Microsoft fix it and run it it says "wuasuav" failed to start, or something among those lines. and when i check to see if i can start it up but i just comes up with another error. should i just replace this pc? because everything i try to do either comes up with a 0x80080005 error. and well, fixing all this is VERY Time consuming. and i could possible destroy my system. so do you think i should replace this pc or should i keep trying to fix it? cause i tried a lot of stuff. up to the command line prompt. it doesn't work... WHAT SHOULD I DO?

Copy your important files to another computer or external drive.

Reinstall the OS.

Or work with some of the experts here for several days to get the errors sorted... your call.

Windows Updates

I reckon that you've got a failed or pending .NET Framework install and a problem with windows updates.

UsernameIssues has given you some good advice.
