Microsoft .net framework issue preventing synchronization RegCVR32

Windows 7 86x (32-bit)

Trying to synchronize newly installed Sage ACT! 2012. Fails to synchronize with outlook, neither contacts nor calendar.

I have a screen shot that the Sage technician made for me (see attached). They told me I have to resolve the Microsoft .net framework issue before they can give me further help.
