It comes as part of Win 7 and is updated as part of Window Update, you probably will not use it as such but other programs sometimes use it. When you download drivers from AMD you need it installed to get the dwnload and i'm sure there are other times you won't even know about. So my advise is leave it alone you won't even know it's there.
