This doesn't imply in any way "Rats leaving a Sinking Ship".

It's probably a good strategy to start Windows 8 with a totally NEW development team since this OS is unlikely to be anything like "Classical OS'es" we are used to using -- and Windows 8 will certainly be highly geared towards the "Cloud" possibly merging the strengths of a Server and a Desktop OS.
