Don't worry, the same thing will be happening in 2020 as most will not have moved from 7 having only recently moved from XP.

Tell the truth, I was surprised myself with how many companies still use refurbished Desktop PCs with Windows XP Pro here.

The 9 mil sounds like a lot of $$ but when all their systems that will require new software and in many cases new hardware, the 9 mil is a relative drop in the bucket.

I worked, in Networking and management, for a government agency. The government contracting rules are so arcane that things like this are relatively common. It could (will) take years to convert the Navy to current computing systems and until that is completed they will need the old OS and hardware.

Don't get me started on government contacting.
