Missing devobj.dll when booting

I found a fix for the missing dll however I cannot even boot up safe mode in order to perhaps install the missing file from a jump drive.
this file seems to have log on steps and so I am at somewhat of a loss.
I had upgraded this Dell laptop from Vista to Windows 7 home premium and it worked just fine.
then this morning it started this missing dll.
