Missing icon in systray

On one of my other desktops, the volume icon has disappeared from the systray. It's not on the Control Panel>Notifications page, so I can't restart it. Control Panel>Sounds looks normal.

is this a Win 7 Pro/Ult. machine? Has Remove the volume control icon Group Policy set to Enabled?

Sorry. It's Win7 Ult. Opened gpedit.msc. Where would I find that entry?

You can find it in:

Local Computer Policy > User Configuration > Administrative Templates > Start Menu and Taskbar > Remove the volume control icon
If this Policy is Enabled, then the icon is disabled. If the Policy is Not Configured or Disabled, then the icon is enabled.

I don't have "Start Menu + Taskbar." Did you skip a level? Or is it because my Start Menu is controlled by Classic Shell?

Looking at your screenshot you went to Local Computer Policy > Computer Configuration. Do you find Start Menu and Taskbar in Local Computer Policy > User Configuration > Administrative Templates > Start Menu and Taskbar?

Looking at screenshot again, you could be missing some Policy Administrative Templates (ADMX) files. You can always re-install them. Instructions and download still available from Microsoft https://www.microsoft.com/en-us/download/details.aspx?id=6243
