This was a problem occuring ages ago. When I tried to make my PC look like a Mac  I blame the suger rush. It included something with icons. Anyway, right after I changed it back and I think that this problem has to do with what I did. [A Link was here for my YouTube video, but I took it down] I've tried changing themes and I've tried solutions that I found on this forum, like restore icon cache and deleting icons cache.

Did you try running sfc /scannow ?
It's possible in trying to make it look like a apple some core files were overwritten/changed.
This could lead to trouble trying to revert back.

No. I've tried ending explorer.exe and then going into the icons cache in cmd and deleting it, and I've tried downloaded something from a thread on a similar problem on this forum, which was supposed to re-cache them, but didn't work.

As Maguscreed suggested, you should try running the sfc /scannow command to make sure all your system files are intact.

Delete your Thumbs cache with Disk Cleanup Utility (Press Start, Computer, r-click C:\ Drive, Properties, Disk Clean Up). Thumbnails clean up is in there.

Delete your IconCache.db then re-boot.

That may do it.

Alright, I edited this but I said it worked, though it only worked for a while. Unless there are other solutions I think I'll just upgrade my version of Windows.
