Solved Missing Remote Services Kills VPN

I tried to setup a VPN connection and the result was "Unavailable - Device missing"

Doing some net research turned up a potential solution which was to stop and restart the services

Telephony
Remote Access Connection Manager
Remote Access Auto Connection Manager

However, when I went to services, these are not even present... no way to stop/start because they are simply not listed. What happened?

More importantly, how can I get them back.
