First, I want to thank you both for your reply and the time you spent trying to help me out. I do appreciate it.
Unfortunately, your suggestions did not resolve my problem, but I kept hunting for an answer and came across this reply sent to another person having the same problem I was. Here is what was written.

I found that my settings as administrator were not propagated through to all the new users. I had to go into each account and under folder options view; 1) Select Show hidden files, folders or drives, 2) uncheck Hide empty drives in the computer folder then 3) in the general, navigation pane select Show all folders.
All drives are visible now.

I thought I had followed the instructions initially but had no success.Then I realized I didn't do the third instruction which was to mark "Show all folders" to complete the fix.
Now, everything is working very well. All my drives including the Floppy and two DVD/CD drives show up on my Explorer permanently.
Maybe this will help someone else out that is having the same problem.

As for that first answer I received from Mark Phelps, I'm not sure he is on the same planet or can even read English. Completely idiotic. Takes all kinds I guess but makes you appreciate replies like I got from you two.
