Modify default Resolver DNS TTL

I can not seem to find a way to change the default DNS TTL from the default 300 seconds.
Any insight?

certainly, i agree about changing it, but i'm asking because i'm in a class discussing DNS and one assignment question was "can dns TTL be modified on a client and server". I know the server method but I can't figure out how to do it on a client
