Solved Monitor doesnt respond when turning on pc

Hello,i have a spare pc which HDD was broken,so i got it replaced,when i tried to turn it on,the monitor doesnt seem to respond,it works perfectly with this pc,i also tried another monitor,same stuff,tried the TV and still nothing,used the same cable,but the tech guy i took it to said he fixed everything,reinstalled windows and all,what can i do?

I don't think reinstalling Windows would have helped (half the time those tech guys are basically con artists.)

Monitor brand and exact product
and GPU (If it doesn't have one as far as you know, it's probably integrated)

Im not saying that it should've helped,im saying that he managed to do that,and my monitor doesnt respond

It's ok,i fixed it,i just inserted ram into diffrent slots and cleaned some dust
