Most programs icons gone generic white

Not sure what caused the issue, but it is most probably either Bitdefender STUPID duplicate files deleter which ruined all of my VMs! or a registery cleaner or a windows Tweaker!
Cannot restore to a previous restore point.. it fails!

My problem is that A LOT of programs icons went generic white.. well to elaborate, if I dig into the original file location there is no problem with the icon.. but the problem is with start menu Icons, Taskbar, Files associated with that program... etc

I read tons of threads with no success! What I tried so far:
- Creating a new user profile, with no success.. same issue..
- Deleting and reconstructing the IconCache.db.. nothing
- Using an icons manager and switching back to Windows with no success
- Change the color depth to 16bit and back to 32bit.. same


The issue is really annoying! when I open the original file location it's fine..
anywhere else is not.. even in something like "Add Remove Programs" !

Can't describe how much I want this issue solved..

No reason to be using any of that software.

We only recommend Ccleaner for the registry, I`ve used it for years, never an issue.

My advice, backup your data and re install windows. ;)

Got a hint.. Seems like one of the cleanup programs!

Icons point to a location in the Windows\Installers folder.. it seems that a cleaner deleted them! will try to recover them..

Try putting this into a notepad, save as .bat file.
taskkill /f /im explorer.exe
del "%userprofile%\AppData\Local\IconCache.db" /a
explorer.exe

After saving, double click on the .bat file.

I already tried rebuilding the IconCache.db with no luck

as I stated this issue is caused by deletion of the %rootdir%/Installer

hope that is backed up by the image, otherwise I have to reinstall windows and all of the apps!!
