Most utilities and HD apps are failing (extd attr are inconsistant)

I have been running solid with no issues at all for about 6 months... yesterday. BSOD and no ability to access anything to fix or diagnose that I have been able to figure out on my own.

Hardware: Intel DG41RQ MB, Q6700 quad core, GTX260, 4gb AData RAM, Seagate 7200 500GB HD, CDRW and DVDRW.
Software: Win 7 Ent x64 Build 7601, Chrome, Firefox and World of Warcraft. I have Glary Utilities, Auslogics Disk Defrag and use Curse Client for WoW addons.

I built the machine myself, and it is an OEM Win CD so no extra crap from an off the shelf pc.

When I try to run System Restore, or Check Disk or most other Utilities or Windows Based Diagnostics I am receiving a dialog box with the file path:
ex. c:\Windows\system\32\rstrui.exe
the stub received bad data or extended Attributes are inconsistent

Safe Mode reboots to regular window boot. I am at a loss on what to try next. As I don't know many workarounds to not having diag tools fail...

While thinking about it and waiting to see if anyone else had issues... I tried F8 and entering the Restore from the dos boot screen. I restored to a previous time. Also ran the Memtest from there and it seems there is a hardware issue. I am working now to figure out where I find the results of that test.
