Welcom to Seven Forums DjMollet and thanks for filling in system specs.
This is a hard one. Do you have some back-up graphics card to swap out and try?
Try to uninstall the graphics card AND driver through Device manager. Reboot and let Windows find and install a new driver.

What were you doing just before this happened? Does your manual list trouble codes for the LED's flashing?
Did you notice smoke, smell something "hot", or feel heat?

   Tip
You can also try to find a newer ATI driver from Powercolor

Offhand I would suggest you have a bad Powercolor card.:(
Hopefully you can return it and get a replacement. Does your motherboard give a normal, usually one short beep when you start?

The one short beep usually means all is well, graphics, RAM, temps, etc. Still sounds as if the Powercolor board might be a fried since the other one removes the problem.

Has never happened before ..
What motherboard do you have? Did you just install the Radeon and did this just start happening, or has the card been fine for a period of time? Did you previously run an nVidia card in the machine?

Pesky questions, sure, but you may have a driver issue? ATI drivers don't even play nice with other ATI drivers. ATI and nVidia are like Hatfield and McCoy.

Not drivers if the LED's on the card are staying lit, that is a hardware problem. There is actually 4 LED's on the card and this is what they mean,

D601: VDDC_FAULT

D1601: critical temperature fault

D1602: AUX Hot Plug/Unplug Fault (upper connector)

D1603: AUX Hot Plug/Unplug Fault (lower connector)

from here,

4890 red leds 1,0,1,1 please help :'( - techPowerUp! Forums

The thread linked too and a few others found here,

4890 led's - Google Search

all had the same three LED's lit, but it turned out to be a heating problem, a couple of them from mis-fitting heatsinks. One I came across was due to the bios on the motherboard not supporting an upgraded CPU (don't think this one applies here).

One thing that was the same in most of them was that they all had both power connectors on the card.

Assuming it still has the stock heatsink on the card, is the card sitting as straight as it can with no undue pressure on it from the two power connectors (can cause the card to warp over time and the heatsink to not make proper contact)?
