Mouse Buttenless Scrolling, How can this feature ve disabled??

This must be the most annoying feature I've experienced in Windows, since Windows 2.0.

This feature starts when the mouse roller is pressed.
Then the small circle with 4 arrows appears.

There must be a workaround
