You could always try a free program like Stardock CursorFX

You can create custom Cursors by importing png files or use some of the flashy ones that come with the program.
I made a black hand cursor (only changes to a hand when it's over a link) to show you quick

That's fine but i wanna have it more like in Linux.

And i tried to convert this one to .cur file but i couldn't find any convertor.
Irfan view / Gimp / Paint / didn't help me.
