Mouse Wheel Doesn't Scroll All Dialog Box Sliders

Hello Nice Persons!

I have an annoyance when I surf I can scroll just fine when certain dialog boxes are up I can't scroll in all of them it seems system related ones i.e. Properties Boxes when I want to scroll down/up.

Any thoughts welcome!

A mouse seems like a simple enough device but I was having a problem scrolling too and it was even a Microsoft mouse. I went and downloaded the drivers from Microsoft and it works everywhere now except iTunes. You would think Microsoft OS and Microsoft mouse would have the right drivers, wouldn't you?
