Move Windows 10 installation folder ($Windows.~BT)

Is it possible to move the Windows 10 downloaded installation files/folder, $Windows.~BT? I would like to reinstall Windows 7 before upgrading to Windows 10, but want to backup the Windows 10 installation files first so I don't lose them and have to download them again.

The reason I want to reinstall Windows 7 first is because it is an old, corrupt installation with a lot of junk (old programs etc) that I would like to get rid of before upgrading to Windows 10.

I have seen plenty of instructions for deleting this folder, but I haven't found anything about moving it to another hard drive. I have tried moving it, but much of it remains unmovable. Would booting into DOS or LINUX work? Any help appreciated, thanks.

It would be easier to use the Media Creation Tool to upgrade to Windows 10 from Windows 7 that try moving that folder.
I'm not sure how long the install.wim (or install.esd) file remains. That's the major part of the download.
