moving mouse opens software without clicking

I ran the Sfc /scannow and I show no problems

All I have to do is move the mouse and all kinds of windows start opening.

It appears to me that the opening software is not related to where the mouse cursor is located.

I can access the command line.

I have run Malwarebyte, Security essentials, spybot thinking I might have some kind of problem.

Is there a virus or malware with symptoms like this?

I cannot do anything on the desktop, because as soon as I move the mouse onto the gui things start popping open. If I do click on control panel another software will open over that location and I cannotdo anything there.

Safe mode is about the only way I can use the mouse.

Any suggestions...

What type of mouse are you using, and do you have software installed for it?

Do you have another mouse you can try to see if it still does it?
