Welcome to the windows 7 forum.

Are you connected to a server and on a domain?
If not then you are evidently not running as administrator on your computer.

Please fill out your system specifications in the user CP on the menu, system specfications will allow others to give you some help.

Thank you very much for prompt reply.

I am connected to my server and have a domain. Am using my laptop with my ISP's email.

Please explain: "Please fill out your system specifications in the user CP on the menu, system specfications..."

Ess, select the User CP in the top menu.
Go to Edit System Spec in the left menu.

But back to your problem, You evidently don't have administrator priv's on your machine and your domain admins have to give you this or do things for you.
Contact the system administrators of your domain.
