MS Security essentials install no language selection

I'm located in Estonia and Computer regional settings are set to Estonia, according to keyboard layout, currency and etc.
Now I'm trying to install MS security essentials in English, because computer's first user is not Estonian.
But even when I download MS Security essentials 13MB file form MS US site in English, installation dialog starts in Estonian. There is no language selection options.
How to get around of this another MS annoyance, which occurs very often also with other applications?

I'd first uninstall your current version of Microsoft Security Essentials and then try to install MSE from the Microsoft Download Center. Select English as your preferred language.

If you've already tried this, or if it still doesn't let you install the English version, you could try editing the registry per the instructions in this Microsoft Answer forum. (See the second response by hypersquirrel.)
