Solved MS stopped updating in January, (yesterday) KB4539601 is missing .dll

As stated in the title, I found an update yesterday and ran it.
Update KB4539601
Installed Microsoft Visual C++ 2015-2019 redistributable x86 14.23.27820 and the like x64 of the same number.
Uninstalled was Microsoft Visual C++ 2017 redistributable x86 14.15.26706 and the like x64 of the same version #.
This produced an error message by AdobeIPCBroker.exe : This program cannot start because MSVCP140.dll is missing from your computer, try reinstalling the program...

I found and executed some fixes online with no luck, reregistering the dll-no good, System restore-did not complete due to a missing file that dll no doubt, looking at the update history through the control panel produce a blank screen with history of updates showing.

I have since downloaded and installed the two missing .dlls to the system 32 and the sysWOW64 folders, the error message has gone or replace really with AdobeIPCBroker.exe : This program cannot start because VCRUNTIME140.dll is missing from your computer, try reinstalling the program...

I now have an update history where I was able to get the update name from, the items installed and uninstalled I got from the system restore dialog box.

The program that initially brought up this error was me starting Photoshop, I then tried to update Creative Cloud and Photoshop both failed, error message saying it was damaged, repair failed, reinstall fails. Uninstalling anything Adobe failed.

I now need some advice, I don't know where I am. As I see it I can:
1/ Continue to download and replace missing .dlls until it works.
2/ Try and rollback uninstall the update
3/ Again try and do a system restore.
4/ Try and uninstall and reinstall the complete Microsoft Visual C++ 2017 redistributable x86 14.15.26706 (x2)

Questions;
Do #s 2 & 3 have a chance of working if there is still missing .dlls?
Where is the missing Microsoft Visual C++ 2017 redistributable x86 14.15.26706 (x2) uninstalled, is it still on board somewhere, is a restore possible if they've been chucked?
Why are there updates, when it's been stated there won't be.
and What's the best way to proceed?

Thanks for your reply, I was able to do a restore to what I think is the last good configuration by restoring in safe mode. which shows I now have " Microsoft Visual C++ 2017 redistributable x86 14.15.26706 (x2)." installed replacing "Microsoft Visual C++ 2015-2019 redistributable x86 14.23.27820 (x2)." This auto replacement of the 2017 versions (also 2015 (x2) is being uninstalled, I hadn't seen that before) happens every time I try to repair or install Creative Cloud App.

I cleaned the system up and created a restore point that has Creative Cloud successfully uninstalled, Programs and features show that the 2015-2019 Redistributables are gone and the 2015 and the 2017 Redistributables are showing as installed. This is I think the last point where it still worked. The two .dlls downloaded and replaced in there respective folders. I just tried to install CC and still I got " AdobeIPCBroker.exe : This program cannot start because MSVCP140.dll is missing from your computer, try reinstalling the program..."

They are both there! The 2x 2015 and the 2x 2017 Reditributables are not showing as installed in Programs and Features and only one the 2015-2019 Redistributable (x64) has been installed but not the other, though the install crapped out half way. What I am trying to say is I can do another System Restore and try again. This brings the system back to 2015 and 2017 showing as installed, and the 2015-2019 gone.

Are you saying that my 2015 & 2017 Redistributables are corrupt and need replacing even the .NET Framework, I had VCRUNTIME errors after replacing the two .dlls the first time? Could Photoshop possibly be the culprit?

I made my recommendation based on the assumption that you have no software that requires a redistributable higher than C++ 2015. If a higher version was required, the affected software would have installed it during installation. I'd get rid of the C++ 2017. You also shouldn't need anything other than the x86 version of C++ 2015 which you installed.

To update, it took a while to understand the problem but I think I'm there. The computer has a second copy of Photoshop which I almost never open because the other computer is better. This other better Laptop needs servicing and some more RAM so I was preparing the second to fill in. There was an install of the 2015-2019 Redistributable files in the System Restore just prior to the dlls going missing, so I guess there was corruption during install. Each time I rolled it back and tried to repair or uninstall reinstall Creative cloud it would try and install the 2015-2019 Redistributable the dlls would go missing. Me playing around all this time didn't help, creating problems with installed programs disappearing from Programs and Features. In the end I found an installer that uninstalled and reinstalled all Redistributables, then I manually uninstalled Photoshop completely, ran the file checker and did a clean install of Creative Cloud.
