msconfig in dos w/ win.ini

I changed my msconfig settings to force no changes, 4 processors and now Just keeps giving me a blue screen error w/ Bad_System_Config_Info and keeps reseting in a loop. Recovery console w/ last good configuration, restore to previous dates, bootcfg command gives: ("*Cannot open boot.ini") file warning. None of the stated things worked. Please advise on what to do? I also have a password setup for administator/3 users and don't know how/if to enter that into dos/command prompts (commands). Please provide how to enter dos user names / passwords as well if applicable.

Safe mode will not work.

I'm getting a win.ini error when using the recovery console.

Is it possible to state bootcfg/query examples, actual comamnds, +parameters+user name/password.

the /? is throwing me off. With all the <, } (symbols).

Aslo need to know what the id#, time out value, disk, partition number is suppose to be? Is all the information not given about this (1) installation of Windows 7 because i'm not entering my user name /password?

Win.ini not found warning when using boot.cfg. I also have a user name/password setup and didn't see that asking it for command prompt/dos.
