My 4gb USB pendrive appears as only 250gb!

Well I would look in the disk manager in the control panel and see what the partitioning on it is. it may be partitioned wrong. You can delete and repartition it to the full 4 gig. then reformat it again.

Almost sounds like you set Windows to use it as a ReadyBoost device. If that is what happened do the reverse of this,

In case, none of the suggestions work, back up the data on the pen drive, then format using the HP USB disk Storage Format Tool.

I think that the partitioning thingy sounds like a good explanation. How to a repartition the pendrive?
And it is not set for ready boot, the HP format thing does not work at all, and no it is not a new flash drive, I does not even mount in Linux.
