Unfortunately that is not so. Sometimes a bit of the pagefile is required, regardless how much RAM you have and is available.

You can get rid of the hiberfile by turning off hibernation, then reboot

No reboot required.

I also have a 128G SSD and a 1 T HDD. I have Win 7 and Linux on my SSD and still a lot of space.
Did you move the \Users folder to the HDD using sysprep? That makes a BIG difference.
Disable virtual memory on C: (SSD) and enable it on D: (HDD). Make Max and Min equal and set to 48G.
If you don't use Hibernate, you can disable it and you won't have the 'hiberfil.sys'
Click Start, and then type cmd in the Start Search box.
In the search results list, right-click Command Prompt, and then click Run as Administrator.
When you are prompted by User Account Control, click Continue.
At the command prompt, type powercfg -h off , and then press Enter.
Type exit, and then press Enter to close the Command Prompt window.
