My computer won't restart?

Windows 7 came pre installed
computer is over a year old
running 64 bit

Windows did an update while I was running a program and automatically restarted the computer and now my computer wont restart it does a diagonostic report and doesn't find any issues. It gives me a screen with a few advanced options to start windows but none of them work, the automatic fix wont work, it cant boot into safe mode, it can't restore, it pretty much cant do anything.

Also didn't get a disk with it so I cant boot it off the disc so pretty much I need help thank you

I have also used f8 to before start up and none of the options will come up it just automatically goes to "startup repair"

Also would add dump files but my comp is non functioning
